Course Content:

This course is aimed at staff fairly new to dealing with houses in multiple occupation (HMOs) as well as more experienced practitioners who would like a refresher.

HMO’s are often the most testing area within the private rented sector to deal with.

The course will allow practitioners to be confident in understanding the procedures from the license application, through inspection and where necessary to follow up with the appropriate notices.

  • General HHSRS enforcement powers relevant to HMOs - includes references to significant RPT decisions for example those relating to powers of entry

  • HMO Definition & Introduction to Licensing – the definition explained. Also includes brief section on planning controls

  • Licensing regime - which properties fall into definition and penalties for breach of conditions. Includes session on revocation and the implications of revocation.

  • Management Regulations, HHSRS & Other Powers - regulatory framework including detailed consideration of hazards commonly found in HMOs (domestic hygiene, water supply, fire, overcrowding, electrical, indoor air pollutants, entry by intruders, etc).

  • Practicalities with Inspections and Enforcement - includes sections on evidential issues and prosecution.
