Operation Jigsaw is funded by the Ministry of Housing, Communities and Local Government (MHCLG), supporting local councils and enforcement officers in England and Wales regulating the Private Rented Sector.

Operation Jigsaw Works with a team of experienced investigators and managers to upskill frontline workers and shape implementation policies.  It is hosted by Powys County Council and it enables cross-regional collaboration, intelligence sharing on criminal landlords, and staff training ahead of new legislation.
